Of the funds allocated for the Highway Research and Development program, IIJA sets aside funding for this program, which requires USDOT—through state, local, and regional pilot projects—to test the feasibility of a road usage fee and other user-based alternative revenue mechanisms to maintain the Highway Trust Fund's long-term solvency. Under IIJA, this program's objectives focus on data privacy, administrative costs, implementation, and equity.
